Chinese delegates from Liaoning University sign a MOU with George Mason University. MOUs are made with foreign institutions, and the MOU provides a means of forging international relationships. The procedures outlined on this site apply to all MOUs and articulations, but the level of review will depend upon the content of the agreement.
